Who conducts the preliminary investigation? The first responding officers often handle the preliminary investigation as they are the first on scene and need to determine if a crime was committed and by whom. The patrol officers who respond to the calls for service gather the basic information of who, what, when, where, how, and if possible or known why.
•How is it determined if a follow-up investigation is to be conducted? Time frame, leads, solvability, duration of investigation, type of crime committed, and evidence all determine if there is a need for follow up investigation to be done and if the officer will do it or if it will be sent to the detective unit.
•Who conducts the follow-up investigation? Depending on the crime and evidence as well as the shift the initial officers are working it could be patrol or the detective unit that follows up on the investigation.
•What are solvability factors? Things like witnesses to the crime, physical evidence recovered, suspect identification or description, and can the property be identified are all part of the solvability of a crime. Without things like a witness or information on the property that can identify it it is very hard to solve a case.
•Are there any advantages to having a prosecutor present at the crime scene during processing? If so, what are the advantages? The Da will have first-hand knowledge of the scene and what the officers were dealing with so when it comes to court they can better direct and question the officer. It makes it easier for the DA to understand what was done and why. On the other hand it is one person that could contaminate evidence.
